I would suggest the following:

Tennis may be inserted in the school curriculum.

Number of National Tournaments and their prize money may be increased so there's incentive for general public to take up tennis as their profession.

Tennis may be introduced to general public.

Recreational and social tennis in Pakistan may be encouraged as Recreational tennis is mother of professional tennis.
